The plan of legislative activities of the Azerbaijani parliament’s fall session has not been fulfilled.
[6.01.2010] APA reports that the majority of the bills included into the plan of legislative activities of the fall session were not even discussed. Though 22 issues had been included into the plan of the legislative activities for 2009, bills on “Legal protection of inventions”, “Higher education”, “Science and state scientific-technical policy”, “Reproductive health and family planning”, “Prevention of domestic violence”, “Reports of municipalities” and “Participation of citizens in the maintenance of public order” were not discussed at all.

[18.12.2009] - Before the last visit of the co-chairs, Russian Foreign Ministry’s official said mediators submitted new version of the Madrid proposals to the sides. What is difference between this version and previous one?
- The essence of the Madrid proposals is that the territorial integrity of Azerbaijan should be secured and fate of any ethnic minority should be determined within the territorial integrity. This experience is used by many countries. There are countries where hundreds of thousands, millions ethnic minorities are living there and they determined their fate within these countries. Our neighbor Russian Federation can be an example for that. How many ethnic minorities are living there? All of them determined their fates. But according to the Armenian concept, there should be 20-30 countries in the territory of Russia. There are thousands and millions of ethnic minorities in the European countries. Should Armenia change the world’s order with its new concept now? The Azerbaijan’s position is that its territory be liberated phase-by-phase. In the first phase, five or seven regions should be liberated, then status of the corridor between the Nagorno Karabakh region of Azerbaijan and Armenia should be determined and then other issues should be solved. The main issue is that there should be a transition period after these phases and returning of refugees and displaced person to their homeland. In a certain period, the discussions should be started over the status of Nagorno Karabakh to find a form that should be used for the determination of its status within the territorial integrity of Azerbaijan. Madrid proposals saved their essence and may be a short sentence was changed there.

-This is my second visit to Azerbaijan. In 2004 I came to Baku to participate in the events “Caspian poem evenings”. Now I have been invited to the 75th jubilee of Azerbaijani Writers’ Union. I am 75 years old and I have been in this sphere for 60 years. I am glad that my 75th jubilee and the 75th anniversary of Azerbaijani Writers’ Union coincide. We are satisfied with the attention of Turkish ambassador to Azerbaijan Hulusi Kilic. It is good that along with the Azerbaijani poets and writers, the Writers’ Union also pays attention to foreign poets and writers. I should say that Baku has developed much in terms of architecture and economy in the past five years.

Novruz Mammadov: Neutrality is not observed in the attitude of the US towards Armenia and Azerbaijan
“The US should give thorough explanation to its steps,” chief of international affairs department of the Presidential Administration Novruz Mammadov told APA exclusively while taking a stance on the direct aid allocated by the U.S. Congress to Nagorno Karabakh.
[17.12.2009] Noting that it was impossible to assess the issue explicitly, the department chief said the position of the Azerbaijani structures making statements about it was fair.
“The question is that the US should give explanation to its steps. Of course, this is the position of the Congress, not of the U.S. government. But the Congress is the legislative body of the US. So, the decisions passed by the Congress lay responsibility on the US as a state. In this respect, this decision is not approached explicitly. I think the Azerbaijani parliament and other structures have the right to demand justice in their statements. They have the right to ask why this step is taken, while we are partner, strategic partner of the US, have strong cooperation in all spheres,” he said.
