Novruz Mammadov: “It is impossible to exert pressure on Azerbaijan”-
Armenian leaders, or their children and grandchildren will see the results of their mistakes

-The processes causing concern have been going on for two years. Since the process was not appeared within a day, it is difficult to put an end to the problem within a day. But in general, taking into account the character of the processes, particularly the recent meetings, negotiations, statements, interview of Azerbaijani President, his position, speeches on various levels, Turkey’s statements, promises, we can say that the problems will be solved.
-At the time when the co-chairs are trying to schedule another meeting of the presidents, the steps taken by Armenian President are not assessed unambiguously. Serzh Sargsyan visits the occupied Azerbaijani territories, collects donations in Moscow for the development of Nagorno Karabakh and states that the release of the lands is not discussed in the negotiations with Azerbaijani President. Then what issues are discussed in the negotiations?
-This is a good question, you’d better put this question to the co-chairs. Azerbaijani President said in his interview in Chisinau and in his following statements that in the recent meetings the Armenian side has begun to make its position stricter and seems to be interested in protracting the process. A question arises: “What has been the aim of the negotiations held up to now?” A lot of meetings are held, the co-chairs attend these meetings, certain agreements are reached, but simultaneously for over two years, on the initiative and with the support of the Western states negotiations are being held on reopening Turkey-Armenia borders. I would like to understand the cause of these paradoxes. With the support of the West assistance is offered to Armenia, it seems that investments are made to improve the welfare, security of this aggressor state, but Armenia is making its position stricter, instead of releasing the occupied lands, withdraw its armed forces from those territories. Of course, it is unclear. Serzh Sargsyan has recently visited Moscow twice, met with Russian President in Chisinau once. We want these meetings, negotiations to help the resolution of the conflict, but Armenian President plans to hold a tele-marathon, collects donations to improve Nagorno Karabakh and some its towns, passes decisions to make Shusha the administrative center and transfer the administrative structures there. The co-chairs, the countries they represent and the international organizations should express their opinion on it. The whole world wants to improve Armenia’s condition, in exchange for it this country makes its position stricter, as if it wants to say that it will continue the occupation. This is certainly inadmissible, we will never agree to it. Therefore, let the whole world, international organizations know that if we want to restore stability, security in the South Caucasus, the most important issue is the resolution of the Nagorno Karabakh conflict.
The talks between Armenia and Turkey, the protocols on the reopening of the borders cause some concerns. Despite this, this step should be regarded as an advance to the Armenians. Turkey has already taken this step, in exchange for it Armenia must also take at least one step. This is the main issue. Therefore, Armenian leaders impede the resolution of the conflict. But they are making a very big mistake ad if they continue making this mistake, one day they, or their children and grand-children will see the results of these mistakes.
-Armenia signed the protocols in Zurich under the pressure of powerful states. Why haven’t these pressures been exerted for the implementation of the resolutions of the UN Security Council? Can some pressures be exerted on Azerbaijan under the influence of Armenian Diaspora?
-It is impossible to exert pressure on Azerbaijan. I say it with great confidence. No one can exert pressure on the President of Azerbaijan. Among the post-Soviet countries Azerbaijan is the country that is pursuing the most independent, right foreign policy and domestic policy. That’s why no one can exert pressure on President of Azerbaijan. This pressure should be exerted on Armenia for the sake of truth, international law, its norms and principles, justice. Foreign ministers of five countries and the European Union attended the signing of the protocols in Zurich. We regarded it as a support for Armenia. They made Armenia sign the protocols in order to help it out. This process should be continued, Armenia should be made to release the occupied Azerbaijani territories. Every time when I address the world community, international organizations, I want them to be fair.
