Chinese organized crime gang engaged in kidnapping in Azerbaijan rendered harmless
The citizens of China engaged in kidnapping in Azerbaijan have been detained, Interior Ministry’s press service told APA.
18:05 / 23.01.2010 Head of the gang, citizen of China Ci Fong Ping and member of the gang Hu Ye were detained as a result of the operations carried out by the ministry’s Department to Combat Organized Crimes. Measures are being taken to detain the other members of the gang.
The abovementioned persons kidnapped citizen of China Liu Genyong and his brother Liu Khiaolein in Masalli region on November 13, 2009 and brought to Baku. They were released after Genyong’s wife Huong Suzhen gave them $22,000.
They were arrested as a result of the operations carried out by the Interior Ministry’s Department to Combat Organized Crimes basing on the appeal of Chinese citizen Liu Genyong.

Earlier, the organized crime gang accused of taking hostage the citizen of China in Azerbaijan had been rendered harmless. The crime was committed on January 6, 2010. Citizen of the People’s Republic of China Zhang Yaogin, who is renting a house in Lokbatan settlement, appealed to the ministry’s Department to Combat Organized Crimes on January 6, 2010, saying that his wife Zhang Venlin had been kidnapped with her Opel-Astra by unknown men in the 8th km settlement in Baku. They demanded $300,000 for her release.
Interior Ministry and National Security Ministry immediately set up a group. The urgent measures found out that Zhang Venlin and her husband visited Li Vi in the 8th km settlement of Nizami district on January 5. At about 20.00 she went out and did not come back. The next day at 9.30, unknown men called her mobile phone and demanded $300,000 for her release. They said they will kill Zhang Venlin if the police are informed or the money is not paid.
On January 7, the unknown men phoned again and said Zhang Venlin’s forefinger had been cut off and thrown into their yard. The sufferer’s forefinger was found in the yard.
The same day citizens of China Li Jien Vei, Zengo Vang Liyong, Vang Konyong and Zing Lakhu were detained. Masks, knives, axe, iron rods, sticky tape, mobile phones were found in their house. Zhang Venlin, whose eyes were bound with the sticky tape and forefinger was cut off, was released.
