Judge of Belgian Constitutional Court Jean-Paul Murman: “A part of Azerbaijani lands is under the occupation”

13:21 / 16.04.2010 “Azerbaijan is continuing to fulfill its commitments undertaken to the Council of Europe. We see and welcome its will”, said member of the Belgian Constitutional Court Jean-Paul Murman at the international conference “2010 Parliamentary Elections in Azerbaijan: more democratic, more transparent” in Baku on Friday.

Venice Commission’s opinion, analyses and comments were a subject of Murman’s speech at the conference. He reminded about the proposals made by the Venice Commission for amendments to the electoral legislation of Azerbaijan in 2003, 2004 and 2006. The Belgian judge mentioned the opinion of Venice Commissions experts about slow fulfillment of these recommendations and said it was right from the point of legal views, but it needed to take Azerbaijan’s efforts into consideration and to look at it from other view. The improvement of Electoral Code demands permanent dialogue. It is very right choice to take the way of democracy, but it is difficult to achieve that without stability. A part of Azerbaijani lands is under the occupation”.

Murman also reminded about the PACE opinion on the 2008 presidential elections in Azerbaijan. “The report says that the elections demonstrate democratic will and the legislation has been improved”.
