Azerbaijani parliament’s plan of legislative activities of 2009 fall session not fulfilled

The plan of legislative activities of the Azerbaijani parliament’s fall session has not been fulfilled.

18:03 / 06.01.2010 APA reports that the majority of the bills included into the plan of legislative activities of the fall session were not even discussed. Though 22 issues had been included into the plan of the legislative activities for 2009, bills on “Legal protection of inventions”, “Higher education”, “Science and state scientific-technical policy”, “Reproductive health and family planning”, “Prevention of domestic violence”, “Reports of municipalities” and “Participation of citizens in the maintenance of public order” were not discussed at all.

Several more important documents were not discussed. Three important documents – Construction Code, City building Code and Competition Code were not discussed in the past session.

The work on the other bills included into the plan of legislative activities was not completed, either. The other bills included into the plan passed the first reading, rarely second reading during the session.

They are bills on “Participation in peacekeeping operations”, “State registration of municipalities and their certificates”, “Compulsory insurance against accidents and occupational diseases”, “Prophylactics of human immunodeficiency”, “Buying of lands for state needs”, “Cotton growing”.

Bill on the state budget for 2010, a number of laws presented to the parliament by the President were adopted during the fall session.
